Roy S. MacElwee was a planner specializing in port development and the author of several books including "A Comprehensive Handbook on the Port of Charleston" (1924) and "A Plant Location Survey of Charleston, S.C." (1928). During his time as commissioner of Charleston's Bureau of Port Development, he played a key role in the establishment of Charleston's pioneer historic district zoning ordinance. This album of 20 photographs and several dozen clippings appears to have been compiled to illustrate what other cities have done to develop their waterfronts and includes his plan to develop Charleston's waterfront along the Ashley River into "one of the most famous water front driveways in the world." One newspaper clipping and all 20 photographs are published here; the remaining newspaper clippings in the album remain undigitized.
