Dear Sir,
Capt. Edward Croft of Col. McGovern's Dept. is a graduate of our state military academy
and is an officer of high standing and intelligence. In understand the duties to be
transferred to the Artillery service. I take pleasure in stating that I have no doubt he is
eminently qualified to be a captain in that branch of the public service.
